The Ibero-American Initiative to Prevent and Eliminate Violence against Women originated in the XXVI Ibero-American Summit of La Antigua (Guatemala, 2018), during which Heads of State and Government committed themselves to continue investing efforts to prevent, eliminate and sanction all forms of violence against women.

In response to this commitment, in 2020 the Ibero-American General Secretariat (SEGIB) initiated a consultation process with representatives of foreign ministries and national entities responsible for coordinating violence against women responses from various Ibero-American countries to share experiences and good practices and discuss the relevance of establishing a Programme/Initiative in this field.

This process gave way to the Ibero-American Initiative to Prevent and Eliminate Violence against Women, which was approved at the XXVIIh Ibero-American Summit of Heads of State and Government, held in Andorra in 2021, with the objective of contributing to the elimination of all forms of violence against women in Ibero-America.

Through a horizontal cooperation model that brings together countries with different trajectories, that share their experiences on equal terms and participate according to their capabilities, the Initiative will be the first permanent Ibero-American cooperation platform focused on preventing  and eliminating violence against women, aspiring to become a reference at regional and international levels.

In line with the 2030 Agenda for Sustainable Development, the Initiative will seek as its mission to contribute to eliminating all forms of violence against women, through the construction and consolidation of a common framework of reference to support political advocacy, knowledge generation and management and the formulation of comprehensive policies with a gender, human rights and intercultural approach.

The Initiative’s vision is to be recognized and acknowledged as an Ibero-American cooperation platform for the construction and consolidation of effective public policies to eradicate all forms of violence against women and provide comprehensive support services and protection to victims and survivors of gender-based violence, as a means to achieve the full and equal enjoyment of all human rights and fundamental freedoms by women.

The governing principles of the Initiative are gender equality and women empowerment, and horizontality and transparency. The Initiative will also be guided by the principles of ownership, harmonization and alignment established by the Paris Declaration on Aid Effectiveness
